greetings El Rancho Family Doctor Francis Esparza recently there has been much discussion on social media regard rebuilding of El Rancho High School in particular the Don Memorial Stadium I would like to share some information with about the financial state of Art and our bond program our district has gates with several Bond projects over the years know that in the mid-2000s the nation's economic Market crashed and the district's finances plummeted with calls for the closure of many El Rancho School as your superintendent I must assure all people Rivera taxpayers that as the economy is in an initial state of a recession it is my duty to maintain the physical health of the district including the bond project especially with the previously mismanaged Bond program in 2016 the residents of Pico Rivera passed Bond measure PR which allowed the district to sell up to 200 million in bonds modernize and rebuild El Rancho High School as well as to repair and make some improvements or elementary schools and our Middle School we are very grateful to our residence of Pico Rivera for passing Bond measure PR and didn't return I feel that we have the district so it to our Pico Rivera resident to make sure that the funds are spent responsibly as the needs of our students education and social emotional well-being come first soap please note that the District bond program was moving forward steadily up until the current covid-19 crisis the roads around construction and Los Angeles County of education has also recommended you should maintain some frugality around District spending unfortunately this is our new reality in education and we are Rancho Unified want to be ahead and leave the charge in providing students with a safe clean and healthy learning environment upon the return many people have asked about the two hundred million dollars from the ER Bond and its availability what many do not understand is that all of the citizens of Pico Rivera voted for the sale of 200 million dollars in bonds have not been accounted for in the district the district has only sold 16.7 million in 2016 and 20 million as recent as December 2019 so both sales total 36.7 million we have spent over three million dollars in 2018 on the previously contracted Construction Company and from January 2019 to June of 2019 another 3.2 he was also spent on previous contractors on are contracted architectural firm on geological testing for the El Rancho High School project on our current PR firm in on subcontractors that are no longer El Rancho Unified from July 19th to now we have spent less than half a million dollars as I work closely with the city of Pico Rivera please know that there is a debt-ceiling that's it limit to the amount of bond that can be issued and sold by a district this limit is based on assessed property value based on the current value the current Bond debt limit for measure e r is a pro Timothy 50 million the current cost of El Rancho High School Phase 1 is approximately 70 million this is an approximation for the athletic field project Phase 1 with the cost of phase one at over 70 million and knowing that we did not even have half of that Bond money secured in our account and that the economy in the state of an initial reception we must fiscally responsible as a district and as a city to ensure that we do not impose more death on a residence during this crisis we also want to have the resources and funding to beat each phase of the project there are options to raise the debt limit and issue a bond that limit waiver however this will ultimately increase property taxes on the residence of Pico Rivera we believe that the residents of Pico Rivera very generous and we cannot make decisions that will burn in the community especially during this time with everything that was just mentioned I hope that our community understand why I have made the decision to bring all stakeholders turn the table to discuss how we can move forward with the construction of our high school and our Stadium while staying in budget our schools will need to be equipped to support the safety of our teachers principal or just dance and especially our students upon their return we will continue to seek input from our school Community as we move forward and provide the best that we possibly can for our students let's respond rebuild El Rancho together thank you stay healthy and stay safe
