Whittier Area Cooperative Special Education Program (WACSEP)
What is a Special Education Local Plan Area (SELPA)?
The El Rancho Unified School District is a member district of the Whittier Area Cooperative Special Education Program (WACSEP), a Special Education Local Plan Area (SELPA).
In 1977, California mandated that all school districts and county offices of education form regional consortiums—known as SELPAs—to provide special education services for students residing within each geographic region.
SELPAs are guided by the belief that all students can learn and that students with disabilities must be guaranteed equal opportunities to become contributing members of society.
About WACSEP
SELPAs facilitate high-quality educational programs and services for students with disabilities, along with training and resources for parents and educators. They collaborate with county agencies and school districts to maintain healthy, inclusive environments where students and families can succeed.
The mission of WACSEP is to work in conjunction with school districts to provide:
- A continuum of services and placements
- Staff and parent education
- Interagency collaboration
- Administrative support
- High-quality, individualized educational programs for individuals with disabilities
These supports help ensure a high-quality, individualized, free and appropriate public education for individuals with disabilities.
