Public Statement Regarding Teacher Discipline

Last month the El Rancho Unified School District was swamped with controversy as the result of bullying and anti-military service statements made in class by an El Rancho High School teacher that went viral on the internet.

As you know, that teacher was placed on administrative leave while the District conducted an investigation. At subsequent meetings of the Board of Trustees, we promised that we would keep the public informed of developments, subject to the legal obligations of the District. These developments are:

1. The investigation, conducted by a third-party investigator has been completed.
2. The Superintendent has recommended disciplinary action including termination of employment based on the investigation report and supporting documents.
3. The Board of Trustees has voted to take action as recommended by the Superintendent.
4. The teacher will remain on unpaid leave pending any appeals to the State Office of Administrative Hearings.
5. Please direct any questions you may have to the Office of the Superintendent and we will post answers as appropriate on the District’s website.

Statement of the El Rancho Unified School District

National attention has focused on anti-American military statements allegedly made by a teacher hired at El Rancho High School. The District has stepped forward to conduct a full and complete investigation into our professional standards which mandate that the values of students, their parents, and other family members are to be respected in the classroom at all times.

The City of Pico Rivera was founded 60 years ago by veterans of the Armed Forces of the United States of America who purchased affordable housing in the area in the aftermath of World War II. The values of these valiant men and women are deeply rooted in the community and in the El Rancho Unified School District. Indeed, many individual Board Members, administrators and staff of the District are themselves members of military and veteran families.

Another important ERUSD value, one which our veterans have valiantly fought for, is that every person is entitled to due process. The District is already in the process of conducting a complete and timely investigation, and the law will be followed in every respect. The District’s commitment to transparency is subject only to the laws protecting the privacy of its employees. In the spirit of transparency, the District wants to answer these questions frequently asked by concerned people:

“Why doesn’t the District just fire the guy?”
Due process requires the District to investigate the facts, decide what action, if any, should be taken based on those facts, and use procedures set forth in law and contract before imposing any discipline. We are already deeply engaged in that process.

“ Why is the teacher suspended with pay?”
Suspension with pay is mandated by law at this point.

“Will the Board of Education hire an attorney to defend him?”
Absolutely not. The District has rules and procedures in place and will follow the protocols required by law. The District’s new legal team is leading the way in this process.

STATEMENT OF EL RANCHO UNIFIED SCHOOL DISTRICT ON JANUARY 26, 2018 VIDEO OF TEACHER COMMENTS

This morning our District is the center of attention over a video on social media where one of our teachers appears to disrespect the family values of our students and families in the classroom. Our classrooms are not the appropriate place for one-sided discussions that undermine the values our families hold dear. We are investigating. We will find out exactly what happened and take all appropriate action to ensure that the values of our students and families are respected in our schools. The El Rancho Unified School District is committed to providing all of our students a safe, nurturing and respectful educational environment in which they can strive and succeed.
