Arts and Music in Schools Funding
What is Proposition 28?
Proposition 28, approved by California voters in 2022, provides dedicated state funding for arts and music education in TK–12 public schools. Districts are required to report annually on how these funds are used, including staffing, students served, and participating school sites.
Narrative Description
2025–26 School Year
Through Proposition 28 Arts and Music in Schools (AMS) funding, El Rancho Unified School District (ERUSD) expanded and strengthened arts education opportunities during the 2025–2026 school year using 2023–24 and 2024–25 AMS funds to support all TK–12 students, including students enrolled in the Early Learning program and the Virtual Learning Academy (VLA).
Although staffing shortages limited the District’s ability to fully meet the requirements outlined in California Education Code Section 8820(g)(1), Proposition 28 funding significantly increased student access to standards-based arts education programs across the District. Investments included the addition of a full-time dance teacher at El Rancho High School, as well as two teachers providing instruction in Introduction to Sculpture and Technical Theater, collectively equating to one full-time teaching position. Additionally, three full-time certificated art teachers provided instruction across six elementary school sites.
Funding also supported the purchase of essential instructional materials and supplies, including musical instruments, visual arts materials, and resources for band and arts programs districtwide. In addition, Proposition 28 funds supported student-centered mural projects at middle school campuses, Ruben Salazar High School, Rivera Middle School, and North Park Academy of the Arts. These projects promoted student creativity, cultural expression, collaboration, and school connectedness.
El Rancho Unified School District remains committed to ensuring equitable access to high-quality arts education programs that foster student engagement, creativity, and academic growth. In compliance with AMS funding requirements, the District will present a report to the Board of Education that includes the number of full-time equivalent teachers, classified personnel, and teaching aides funded through Proposition 28, as well as the number of pupils served and school sites offering arts education programs during the 2023–24, 2024–25, and 2025–26 school years.
