CITIZENS’ BOND OVERSIGHT COMMITTEE ANNOUNCEMENT
The El Rancho Unified School District (“District”) was successful at the election conducted on November 4, 2003 in obtaining an authorization from the District’s voters to issue up to $49,500,000 aggregate principal amount of the District’s school facilities bond (“Measure A”). The District was further successful at the election conducted on November 2, 2010 in obtaining an authorization from the District’s voters to issue up to $52,000,000 aggregate principal amount of the District’s school facilities bond (“Measure EE”). Measures A and EE were conducted under the Smaller Classes, Safer Schools and Financial Accountability Act of 2000 (“Prop 39”). The District was further successful at the election conducted on November 8, 2016 in obtaining an authorization from the District’s voters to issue up to $200,000,000 aggregate principal amount of the District’s school facilities bonds (“Measure ER”). Measure ER was conducted under the provisions of Proposition 46 (1986). Pursuant to the provisions of Prop 39 and Measure ER, the District was required to establish an Independent Citizens’ Bond Oversight Committee to carry out the purposes set forth in the Strict Accountability in Local School Construction Bonds Act of 2000, codified in Section 15264 et seq. of the Education Code of the State of California (“Accountability Act”).
Pursuant to a resolution thereof, the Board of Education of the District (“Board”) has elected to charge this Committee with responsibility for reviewing expenditures of bond proceeds issued pursuant to any of the three Measures.
The EL RANCHO UNIFIED SCHOOL DISTRICT is currently accepting applications to serve on the Citizens’ Bond Oversight Committee as follows:
- Three seats with terms expiring September 30, 2020*
- Four seats with terms beginning July 1, 2019 through June 30, 2021**
Eligibility: to be eligible to serve on the committee you must be at least 18 years of age, submit a written application and be a member of one (or more) of the following community groups:
- Parent or Guardian of a child enrolled in the District**
- Parent or Guardian of a child enrolled in the District and active member of a parent-teacher organization, such as PTA or school site council**
- Active member in a business organization representing the business community located in the District*
- Active member in a senior citizens’ organization*
- Active member in a bona fide taxpayers association*
- Member of the ERUSD community at large (two seats)**
Applications are available online at www.erusd.org/apps/pages/bond_program and at the ERUSD Business Services office located at 8910 East Slauson Avenue, Pico Rivera, CA 90660. Completed applications are due to the ERUSD Superintendent’s Office no later than 3:00pm on May 31, 2019.
