Citizens' Bond Oversight Committee

The Citizens' Bond Oversight Committee (CBOC) is an independent community body that ensures El Rancho Unified bond funds are spent as voters intended: on school improvements and student facilities, nothing else. The committee reviews annual expenditure reports and reports its findings to the Board of Education and the public.

The El Rancho Unified School District is currently accepting applications for three open seats on the Citizens' Bond Oversight Committee. We encourage individuals with experience in construction, architectural design, public financing, contract law, or project management, as well as those active in business, senior citizen, taxpayer, or parent organizations to apply.

Eligibility Requirements:

■ Must be a resident within the district

■ Cannot be an employee, vendor, contractor, or consultant of the district

■ Must be willing to serve for at least two years

Measure A & Measure EE — Historical Annual Reports

Voters approved Measure EE on November 2, 2010 — a $52 million bond to construct and improve local schools, expand classroom technology, build vocational classrooms, and install renewable energy systems. The following annual reports were produced by the CBOC for both Measure A and Measure EE.

Bond Performance & Financial Audits

Proposition 39 requires the District to complete an independent financial audit and performance audit of bond proceeds each year until the funds are fully spent. Each report below covers both audits for a single bond measure. The CBOC reviews these results and reports them to the community.
