The Special Education Proceduaral Manual is to serve as a resource and guidance for the identification, assessment, placement and instruction of students with exceptional needs.  In addition, the Procedural Manual provides a description of the special education program currently operated in the district and the Whittier Area Cooperative Special Education Program.
